... The Local Plan Review.
The Croydon Local Plan (2018) is the lowest-level planning guide; it sits below the London Plan (2021), which in turn sits
below the National Planning Policy Framework (2021).
All planning applications have to comply with all of these documents, and they are all reviewed periodically.
The review of the Local Plan started back in 2022, postponed until the local elections in May 2022 had taken place.
Some consultations - 'Regulation 18 and Regulation 19 consultations' - have taken place, and the latest news (June 2024) is...
The revised Plan was approved for publication at the Cabinet Meeting on 27 March 2024. It was then approved at the full Council meeting on 17 April 2024 and submitted to the Secretary of State for independent examination.
Representations, in accordance with Regulation 19 of the Planning and Compulsory Purchase Act 2004, will soon be invited. This is planned to take place after the elections in May for a six-week period.
There is currently no live consultation.

The UK government had proposed major changes to the way that the planning process works.
CWRA and other residents' associations countywide, potentially lose the right to refer applications to the planning committee.
Residents gaining 20 or so signatures will also lose this right.
Basically, the planning officers could be deciding more cases 'on their own' i.e. without any sensible adults being present!
The essential element reads like this:
Two changes aim to speed up planning decisions
First, it allows the secretary of state to grant local planning authorities powers to raise their own planning fees (up to a maximum of recovering all their costs for a planning application), with these funds ringfenced for investing in the local planning service.
Second,it lays the groundwork for the government to introduce regulations setting out which planning decisions should be delegated to planning officers (to make in accordance with the local plan), rather than going to local planning committees. This is a key change which should speed up how quickly and predictably planning decisions are made: a problem for successive governments in the past. But it is likely to be controversial as it will reduce the opportunity for local councillors to make some planning decisions on a case-by-case basis.
As of 15th June 2026, the published copy (on their website) of Croydon's Constitution has not been altered in the area of planning.
The relevant section is designated "Part 4K – Planning and Planning Sub-Committee Procedure."
So we haven't lost these rights yet.
